Fact she almost defeated Sailor Moon in her Queen Serenity form, and the only way they could revert Chibiusa back was to convince her there was still good in the world. Otherwise Kriemhild Gretchen would have actually won the fight with Serenity hands down. Yes Chbiusa has much more potential than Usagi, I know people don't like to hear that but its true, and Sailor Cosmos is Chibiusa also called Godoka, or Madokami.
